He wants a new chief financial officer for Brockton. She thinks the one in place is doing a great job. He wants to get rid of the desalination plant and the contract the city has with it. She wants to keep it around for a not-so-rainy day.

August 20, 2009: Read the letter from Brockton CFO John Condon urging City Council to raise the Hotel/Motel Tax. 90% OF THIS TAX IS ALREADY COMMITTED TO THE ROX STADIUM. Not having these tax dollars available is already costing us in other areas of the city! Places like D.W. Field Park, etc.

The data in the below chart from the Massachusetts Department of Revenue lists all 351 cities and towns in the Commonwealth with their schedule of cash and investments. Of these 351 cities and towns listed, the City of Brockton ranks 8th in ending balance of cash and investments for 2009.
Yet out of 351 cities and towns in the Commonwealth Brockton ranks 321st in per capita income.
How has Brockton has been able to maintain this level of cash regardless of the economic conditions for ten straight years?
